Entrance Interview and Master Promissory Note (MPN)
All first time Stafford Loan borrowers must complete an entrance interview and the Master Promissory Note (MPN) before the loan funds can be credited to your account. The entrance interview process provides a full understanding of your rights and responsibilities when borrowing from the Stafford Loan program. The MPN gives you authorization to borrow loans through the Stafford Loan and allows you to select the lender who will provide the funding.
Master Promissory Note
You will only need to sign one MPN. Visit http://www.HESC.com to complete and sign an MPN online. New York State Higher Education Services Corporation (NYSHESC) will require you to create a HESC user ID and Personal Identification Number (PIN). You will be able to use this Pin for the electronic Master Promissory Note (e-MPN) for your Stafford Loan as well as for your New York State's Tuition Assistance program (TAP).
Parent Plus and Graduate Plus loan borrowers are also required to complete an MPN. MPN’s can be signed electronically at your lender of choice.
New for 2009/2010: As part of New York State Higher Educational Services (HESC) e-MPN process you will be automatically directed to the mapping your future website in order to complete your required entrance interview

- Select the appropriate counseling session:

Stafford & Grad PLUS Combined Entrance
The counseling session provides information about how to manage your student loans, both during and after college.
- Read and answer all the questions for each of the five steps.
On the bottom of each page, click continue until you receive a confirmation number. Retain the confirmation number and the date of completion for your records.
Exit Interview for Loan Borrowers
Students who withdraw, drop below six credits, or graduate, must complete an exit counseling session if they have received a Federal Stafford Loan, Federal Perkins Loan, Federal Nursing Loan or a Federal Grad Plus Loan must complete an exit counseling session.
